Court examined the duty of local education authority to secure sufficient places at school for all children within the compulsory school age where children were deprived of primary education because of a shortage of teachers.

 Court held that the authority did whatever was in its powers to rectify the un-availability of education and was thus not in breach of its statutory duty.
